Is Europe intelligent? Some years ago Romano Prodi said that the Stability Pact was stupid.. I was thinking about Prodi´s sentence today when some high-ranked European military officials explained me that Europe has not yet developed a common intelligence service. While Nato has its own intelligence agency, the EU lacks it and needs the help of national agencies when dealing with intelligence issues.
The EU is at the forefront in the Indian Ocean and in Bosnia with the Atalanta and Althea operations and a lot has been done to strengthen interforce cooperation. However, much remains to be done. Now that NATO is increasingly becoming the UN military arm, the EU can play a stronger role as a civil post-conflict player. For this reason, we need a European Intelligence Agency.
